Title: Reconciliation of Schedule of Federal Expenditures of Federal Awards to the Financial Statements
Accounting Policies: Expenditures reported in the Schedule are reported on the accrual basis of accounting, which is described in Note 1 to the District and Hospital's basic financial statements for the year ended June 30, 2023. Such expenditures are recognized following the costs principles in the Uniform Guidance and/or OMB Circular A-87, Cost Principles for State, Local, and Indian Tribal Governments, wherein certain types of expenditures are not allowed or are limited as to reimbursement.

Rate Explanation: The District and Hospital as elected not to use the 10% de minimis cost rate allowed under the Uniform Guidance.
