Accounting Policies: GENERAL INFORMATION
The accompanying schedule of expenditures of federal awards presents the activities of the federal financial assistance programs of West Philadelphia Achievement Charter Elementary School (the School). Financial awards received directly from federal agencies, as well as financial assistance passed through other governmental agencies or nonprofit organizations, are included in the schedule.
BASIS OF PRESENTATION
The accompanying schedule of expenditures of federal awards (the “Schedule”) includes the federal award activity of the School under programs of the federal government for the year ended June 30, 2023. The information in this Schedule is presented in accordance with the requirements of 2 CFR Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).
RELATIONSHIP TO FINANCIAL STATEMENTS
The schedule of expenditures of federal awards presents only a selected portion of the activities of the School. It is not intended to, nor does it, present either the balance sheet, revenue, expenditures, or changes in fund balances of governmental funds. The financial activity for the aforementioned awards is reported in the School’s statement of activities and statement of revenue, expenditures, and changes in fund balance-governmental funds. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
Expenditures reported on the Schedule are reported on the modified accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance for all awards. Under these principles, certain types of expenditures are not allowable or are limited as to reimbursement.

Rate Explanation: West Philadelphia Achievement Charter Elementary School has elected not to use the 10 percent de minimis indirect cost rate allowed under the Uniform Guidance.
