Accounting Policies: The accompanying schedule of expenditures of federal awards (the “Schedule”) summarizes the expenditures of Trustees of Dartmouth College and subsidiaries (“Dartmouth College”) under federal government programs for the year ended June 30, 2023. The information in this Schedule is presented in accordance with the requirements of Part 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards. Negative amounts on the Schedule represent adjustments to expenditures reported in the prior year. The Schedule includes Assistance Listing Numbers (ALN), formerly known as Catalog of Federal Domestic Assistance Numbers (CFDA) and pass‐through award numbers when available.
For purposes of the Schedule, federal awards include all grants, contracts, and similar agreements entered into directly between Dartmouth College and agencies and departments of the federal government and all subawards to Dartmouth College by nonfederal organizations pursuant to federal grants, contracts, and similar agreements.
Expenditures for direct and indirect costs are recognized as incurred using the accrual method of accounting and the cost accounting principles contained in Uniform Administrative Requirements, Cost Principles and Audit Requirements for Federal Awards and the regulations of the specific programs. Under those cost principles, certain types of expenditures are not allowable or are limited as to reimbursement.

Rate Explanation: Dartmouth College recovers facilities and administrative (F&A) costs associated with research and development pursuant to arrangements negotiated with the Department of Health and Human Services (DHHS). Dartmouth College submitted an indirect cost proposal in the summer of 2021 for negotiated rates that became effective on September 21, 2022. Dartmouth College applies its predetermined approved facilities & administrative rate when charging indirect costs to federal awards rather than the 10% de minimis cost rate as described in Section 200.414 of the Uniform Guidance. Dartmouth’s F&A cost rate for fiscal year 2023 is 63% for on-campus research.

Federal direct loans are issued by the U.S. Department of Education directly to students and their parents. The balances and transactions related to these loans are not included in financial statements. Loans made to eligible students and parents under federal student loan programs during the year ended June 30, 2023, are included in the Schedule of Federal Expenditures above.
The Federal Perkins Loans (Perkins) are administered and serviced directly by Dartmouth College. The outstanding balance on Perkins loan (ALN-84.038) on June 30, 2023, is $5,821,463.
