Accounting Policies: Basis of Presentation: The accompanying schedule of expenditures of federal awards (the Schedule) includes the federal award activity of Darke County Recovery Services, Inc. under programs of the federal government for the year ended June 30, 2023. The information in this Schedule is presented in accordance with the requirements of Title 2 U.S. Code of Federal Regulations Part 200, Uniform Administrative Requirements, Cost Principles, and Audit Requirements of Federal Awards (Uniform Guidance). Because the Schedule presents only a selected portion of the operations of Darke County Recovery Services, Inc., it is not intended to and does not present the financial position, changes in net assets, or cash flows of Darke County Recovery Services, Inc. Significant Accounting Policies: (1) Expenditures reported on the Schedule are reported on the accrual basis of accounting. Such expenditures are recognized following the cost principles contained in the Uniform Guidance, wherein certain types of expenditures are not allowable or are limited as to reimbursement. (2) Darke County Recovery Services, Inc. has elected not to use the 10% de minimis indirect cost rate as allowed under the Uniform Guidance. (3) There were no sub-recipients for the year ended June 30, 2023. (4) The Agency's Provider Relief Funds (PRF) Phase 2 funds, of $118,021, have been recognized as revenue for the year ended June 30, 2021, and has been included on the Schedule for the year ended June 30, 2022. The Agency recognized Phase 4 PRF revenue of $53,229 for the year ended June 30, 2022, which is included from the Schedule for the year ended June 30, 2023, as required by the Office of Management and Budget's Compliance Supplement.
